Chelsea Horne
PRESIDENT / CEO
Chelsea holds a Bachelor’s Degree in Psychology from Palm Beach Atlantic University and recently earned her Master’s in Nonprofit Management from Florida Atlantic University. After completing her undergraduate studies, she began her career at a local inner-city nonprofit, where she developed holistic community programs. Her experiences there, witnessing the transformative power of meeting people where they are, offering unconditional love, and helping them unlock their God-given potential, fueled her passion to eventually start her own nonprofit organization.
A Florida native, Chelsea is married to Matthew Horne, and they recently welcomed their first child, Malakai. Chelsea enjoys her role as a full-time mom while simultaneously growing The Oasis Project. She loves spending time outdoors paddleboarding, biking, and exercising, and she has a passion for food, movies, music, and quality time with family and friends.

Tamara Struthers
FOSTER NETWORK DIRECTOR
Tamara is a Registered Nurse and has spent the last 20 years providing care for renal dialysis patients in clinical and operations management roles. A true Servant Leader, Tamara has a passion for building teams who work towards a shared goal.
Tamara’s family was blessed through international adoption, which influenced her decision to become a foster to adopt parent in Connecticut. She provided care to many children in the foster system through emergency placements and respite, ultimately leading to the adoption of her youngest son. Tamara relocated to Florida and continues to be very involved in the foster system providing support to the foster families and allowing them to give their hearts to the children in their care. Tamara has been an active member of the Oasis project since the inception of the foster network.
Tamara is happily married to Alan, and is the proud mom of 2 boys, Nathan (24) and Jonathan (13). She loves spending time with her family and friends. Some of her favorite activities are lifting weights, kayaking, reading, and cooking for her family.

Marie Donatto
FOSTER NETWORK COORDINATOR
Marie and her husband are both foster and adoptive parents. They have two grown children (one of which is Chelsea) and their two adopted boys, now nine and six. They started their foster journey almost five years ago. Their first placement was two brothers, who they adopted after three years. They are still an open foster home and do regular respite care for other foster parents.
Marie Donatto spent 35 years in the financial services industry before retiring in 2019 to care for her ailing father and two newly adopted children.
